From April 28, 2023, investors must also attach the certificate to the notice of completion of the construction of the facility or to the application for an occupancy permit. This applies to new buildings, with the exception of houses with an area of up to 70 m², built for own residential purposes.
Moreover, for public buildings with a usable area exceeding 250 m², the certificate should be placed in a visible place if the building is occupied by public administration bodies, as well as in buildings providing services to the public, with an area exceeding 500 m².
Who commissions the preparation of the certificate?
In the event of sale, rental or completion of construction, the certificate is ordered by the property owner, building manager or investor. The buyer or tenant cannot waive the right to receive the certificate, and the notary must ensure that the certificate has been transferred during the transaction.

How long is the certificate valid?
The energy performance certificate is valid for 10 years from the date of its preparation. If construction and installation works are carried out in the building that affect its energy performance (e.g. replacement of windows, building insulation), it is necessary to prepare a new certificate.
